Town Meeting On November 14, 2013

The Town of Norfolk has scheduled a Special Town Meeting at Town Hall on November 14 at 7 p.m., open to all citizens qualified to vote.

Two issues will be voted on.

The first concerns the reorganization of the regional planning commissions, a move mandated by the state to streamline state government. The Litchfield Hills planning group to which Norfolk belonged is being disbanded and its members are being distributed to other existing commissions. Norfolk will join the Northwest Hills Council of Governments, pending a favorable vote at the Town Meeting.

The second concerns changes to the Town Code where it makes reference to the town’s pension plan. Although the town formerly had a “defined benefit plan,” it now has a “defined contribution plan,” and the code is being amended to reflect this change. In addition, the definition of “employee” is being altered. To be considered an employee, a person must work at least 1,000 hours per year, where previously 900 hours sufficed.
