City Meadow Park Nears Completion
Construction of City Meadow, which was stopped by a cease-and-desist order when a path was determined to encroach on private property, has resumed.
The three property owners whose land the path unintentionally crossed gave the town permission to return onto their land to remediate the damage. One land owner, David Torrey, ceded an easement to the town, allowing the path to remain on his property below the Haystack Pizza building.
The work is expected to be completed by mid-November, said First Selectman Sue Dyer at a meeting of the City Meadow Committee on October 16. By that time, the pond will have been dug, the paths and boardwalk laid out, and the landscaping completed.
The total cost for this phase of the project is estimated at around $750,000. The state, by the terms of a grant awarded to Norfolk in 2014, is expected to pay $500,000 of the cost, as long as the work is completed by year’s end. A portion of the remainder has been raised by donations, while another portion, totaling $55,000 still needs to be raised.
