William Hester, superintendent of Norfolk’s wastewater treatment plant, was named Outstanding Wastewater Operator for 2018 by the Atlantic States Rural Water and Wastewater Association. He appears, center left above, next to his assistant, Brian Hutchins, collecting his award at a ceremony in early October.
