State Rep. Maria Horn stopped by Norfolk on Saturday, Jan. 24, to make a surprise, special delivery: a citation honoring Lou Barbagallo for two decades of service to the Foundation for Norfolk Living (FNL). Barbagallo helped found the organization in 2006 and served as its first board president. Throughout that time, he maintained a relentless and up-beat focus on expanding opportunities for affordable housing in Norfolk. Barbagallo will step away from the FNL board, now chaired by Kate Briggs Johnson, later this year, once families have moved into the Haystack Woods community.
