Installation of ground-mounted photovoltaic panels is moving ahead at the site of Norfolk’s former landfill. The solar field, now controlled by the New Jersey Resources Corp., is expected to generate about $42,000 a year in payments to the town in lieu of taxes, along with reduced electricity rates for Botelle School and the town garage.
